The Legal Affairs Program (LAP) deals with all legal aspects and issues on the national, state, and local government levels. It researches on legal matters, make plans and formulate policies aimed at improving the legal system in South Sudan. It advises on:

• Constitutional and law reform
• Legislation
• Elections and electoral laws, rules, regulations and systems
• Proper administration of justice, and respect of the Rule of Law
• Promotion and maintenance of the independence of the judiciary
